The Eighth Lujiazui Law Forum-Internationalization of Legal Services Successfully Held

On 8th December, 2016, the Eighth Lujiazui Law Forum jointly hosted by SHIAC, Shanghai Bar Association and Fudan Shanghai Advanced Institute of Lawyers, organized by Shanghai Bar Association Pudong District Lawyers Working Committee and Shanghai Pudong District Legal Services Association took place in Shanghai International Convention Center. This Forum focused on Internationalization of Legal Services and attracted over 300 attendees from legal, business and academic communities.

Mr. Li Zhigang, Vice Chairman of SHIAC, Mr. Wang Xie, Deputy Chief of Shanghai Bureau of Justice, Mr. Yu Weifeng, President of Shanghai Bar Association, and Mr. Chen Naiwei, Acting Dean of Fudan SAIL rendered remarks on behalf of respective hosting institutions.

Mr. Li said that, internationalization became a crucial issue in developing Shanghai legal services. Under the OBOR Strategy, massive out-bound investment and infrastructure construction boosted the Chinese lawyers’ foreign business and China was confronting an unprecedented opportunity to enhance its legal services’ internationalization. On the legal service side, arbitral institutes were the service providers while lawyers were users, and on the legal profession side, both constituted legal professional community and promoted each other. For example, one third of SHIAC’s current Panel was outstanding lawyers from all over the world, and SHIAC kept on training international arbitration practitioners in the promotion process. In April, 2015, the State Council required Shanghai to accelerate building the international arbitration center in the Asia-Pacific in the Further Deepening the Reform and Opening-up Program for the China (Shanghai) Pilot Free Trade Zone. Shanghai had promoted its influence and status in international commercial arbitration because of the initial agglomeration effect of arbitral institutes as HKIAC, SIAC, ICC gradually set-up their desks in the Shanghai FTZ. When Shanghai achieved the regional arbitration center with international influence, the internationalization of its legal services would predictably reach a higher level. SHIAC sincerely expected to keep thorough cooperation with the lawyer community to expand the legal service market and enhance its internationalization.

Mr. Zhou Hanmin, Standing Committee Member of the Chinese People's Political Consultative Conference, Vice Chairman of Central Committee of China National Democratic Construction Association and Vice Chairman of CPPCC Shanghai Committee presented a speech with a topic of The Internationalization of Chinese Legal Services Should Be Accelerated. In Mr. Zhou’s speech, the Forum raised the issue of internationalization of legal services at the opportune time, and the lawyers should provide sufficient, timely and effective services for the internalization of the Chinese enterprises under the OBOR Strategy and gradually promote its internationalization.

Mr. Yu Weifeng, President of Shanghai Bar Association, Mr. Wu Jian, Chairman of Duan & Duan Partners Joint Meeting, Mr. Gong Baihua, Deputy Dean of Fudan SAIL, Mr. Peter Deegan, Head of Europe’s China Business Group of Dentons, and Mr. Zhang Danian, partner of Baker McKenzie rendered speeches respectively on Discussion of Chinese Lawyers in the Internationalization Process of Legal Services, How Chinese Law Firms Deal With Legal Services Internationalization, Organization and Implementation of Internationalized Legal Services and the Development of Legal Services Internationalization.

Dr. Ma Yi, Vice Chairman was invited to host the session of Free Trade Zone and Legal Services Internationalization. Mr. Chen Youmu, Senior Partner of Wintell & Co, Ms. Qian Yuqin, Partner of Holman Fenwick Willan Shanghai Office, and Mr. Andrew McGinty, Managing Partner of Hogan Lovells Asia Corporate Group and Board Member discussed on the existence and development of joint office of Chinese and foreign law firms in the Shanghai FTZ, cause and trend of legal services’ change from localization to internationalization and expectation for the opening-up policy to legal services in combination of the innovative opening-up of legal services in the Shanghai FTZ.

The Lujiazui Law Forum started from 2009 and has been successfully held for 7 sessions, which all kept on the annual hot issues and focused on the lawyers’ career development. The Forum has become a highly recognized comprehensively legal forum and long-term annul summit for Shanghai lawyers which gained great concern from the government, legal business, academic and media communities.
