The Second BRICS Legal Forum was held in Shanghai from October 14 to October 15. Lequan Wang, the chairman of the China Law Society attended the meeting and made the keynote speech. He pointed that, legal professional groups of BRICS countries shall carry out the spirit of openness, cooperation, comprehensive and win-win, and write a new chapter of legal collaboration by proactively promoting the rule of law.

 

Shaokun Bao, the vice-chairman and Secretory-General of the China Law Society hosted the opening ceremony. Victor Polavif, the president of Association of Lawyers of Russia, Dolamul Maximan, the South Africa Ambassador to China, Luis Ferreira, President of BRICS Committee and member of Brazilian Bar Association, Wanupago, Member of Bar Association of India, Zolani Bogawana, former chairman of Law Society of South Africa, Xu Chen, the representative of China Supreme Prosecutorate, chief prosecutor of Shanghai Prosecution Office and the chairman of Shanghai Law Society and Wenze Cao, the party representative of East China University of Political Science and Law made speeches during the opening ceremony. Ping Jiang, member of Shanghai Municipal Standing Committee and Party Representative of Politics and Law Committee, and Jianrong Yang, the chairman of Shanghai International Arbitration Center attended the meeting.

Lequan Wang, also pointed out that the cooperation among legal professionals of BRICS countries is needed based on international situation today and necessary for international economic development and justice. This type of collaboration will even make profound and positive effects for development of global politics, economics and rule of law. The BRICS Legal Forum has created an excellent platform for legal professionals of BRICS countries to share best practices, to promote the rule of law of own countries, and to provide support and guarantee for multilateral cooperation. It is especially helpful for developing counties to improve their right of speak and to build a better global order. In order to make the BRICS Legal Forum to become a better one, Lequan Wang made three recommendations: advocate the win-win principle, maintain the global peace; develop global diplomatic engagement, promote global rule of law; improve the mechanism, build a deeper working relationship. Lequan Wang also hope that all legal professionals of BRICS counties could work together to make the forum to become a permanent legal cooperation platform and legal think-tank. As a result, a new type of international relationship will be created and a bright future for BRICS countries will be demonstrated.

Shaokun Bao, in the closing ceremony, pointed out that the second BRICS Legal Forum is a significant event for all legal professionals of BRICS countries. During the forum, the delegates reached broad consensus in legal cooperation and BRICS partnerships. The topics of the forum were important and the meeting is productive. He also emphasized that legal cooperation is an essential part of the BRICS cooperation. With the development of globalization today, legal societies of BRICS countries should be adhere to openness, comprehension, cooperation and win-win, stand on the position of emerging countries, proactively build new type of international order through cooperation, make a mutually beneficial human society, responsibility share community and destiny community. By working together, BRICS shall maintain the world peace and promote common development.

 

During the forum, the first Forum Committee inaugural meeting, BRICS Dispute Resolution Shanghai Center Expert Commission meeting were held at the same time. Shaokun Bao attended both meetings, made speeches and reached the agreement with domestic and foreign experts for the dispute resolution system.

 

The forum was initiated by China Law Society, jointly held by Brazilian Bar Association, Association of Lawyers of Russia, Bar Association of India and Bar Association of South Africa, hosted by Shanghai Law Society and East China University of Political Science and Law, supported by Shanghai Bar Association, Grandall Law Group, Junhe Law Group, Shanghai Finance and Economic University and Fudan University. Jin Huang, the president of China University of Politics and Law, Louis Alcoforado, General Council of Brazilian Economic and Legal Development, Gewind and Wanupago, Senior Members of Law Society of South Africa all made speeches. More than 200 BRICS countries ambassadors, judges, prosecutors, scholars, lawyers and other representatives from BRICS countries’ legal groups attended the forum and discussed “Domestic and International Rule of Law from Developing Countries’ Perspective”, “Financial Cooperation among BRICS Countries”, “Dispute Resolution mechanism of BRICS Countries” and other relevant topics.

The BRICS Forum was initiated and created in Brasilia in December 2014 by China Law Society, East China University of Political Science and Law, Brazilian Bar Association, Bar Association of India, Law Society of South Africa and University of Cape Town. The establishment purpose is to create a high-level dialogue platform, to promote the best practice share among legal groups of BRICS countries and to provide legal support for BRICS cooperation mechanism and developments of politics, economics, culture and other areas. The first “BRICS Legal Forum” was held successfully in Brasilia on December 11, 2014.
